Rose  [Foreman] --has worked with people and horses since before 1972 --in Harford & Baltimore County, Maryland.

Rose started Our Programs around 1980, and founded Our Programs in York County --as a 501-C3 Organization in 1997. 

After our Pilot years, we realized the need for some re-structuring of programs

Rose then originated our Service Program:

Rose, is the first STQH Consultant & Coach, the Program Designer & Coordinator.
